Farm Labor Contractor Registration

Farm Labor Contractors and Growers who Employ Farm Labor Contractors:

Any individual who charges a fee to recruit, transport, supply, hire, or supervise farm or food processing workers on behalf of a third party is a Farm Labor Contractor and must register in New York State. This may include crew leaders, crew bosses, and supervisors who engage in the aforementioned activities. Registering as a Farm Labor Contractor in New York State is FREE, and our staff is ready to assist you with the process!

The 2017 registration period begins on April 1st. To maintain compliance, we strongly recommend that growers and farm labor contractors complete their registration prior to or by this date, even if the planned contracting activities do not begin until later in this year. This will ensure that contractors have met registration requirements before they engage in contracting services for the 2017 season. Even if a Farm Labor Contractor is not yet physically in New York State, the registration process can be completed via telephone and mail in conjunction with the grower and with the assistance of our staff. Registration timeline

Below is a recommended timeline for completing FLC registration with New York State:

Before Work Begins



FLC and employer begin communication to discuss season and contract terms


Obtain required forms to submit with application. Begin application process.

By April 1st 

Submit completed application to local Ag Labor Specialist or Permit and Certificate Unit (as indicated on form); Receive temporary registration card (can only be obtained if you submit application to the local Ag Labor Specialist).


Your official permit will arrive within approximately 2 weeks.


Work can also begin with a temporary permit issued by an Agriculture Labor Specialist.
